Abstrak

The rapid digital transformation of maritime logistics has encouraged ports to \r\nadopt integrated information systems to improve efficiency, transparency, and \r\nservice quality. However, despite the national implementation of port community \r\nsystems in Indonesia, empirical evidence on how such systems operate at the port \r\nlevel and what factors influence their effectiveness remains limited. This study \r\naimed to analyze the implementation of the Inaportnet system and to identify the \r\nsupporting and inhibiting factors affecting digital service improvement at \r\nSoekarno–Hatta Port in Makassar. The study employed a qualitative descriptive \r\nresearch design. Data were collected from primary and secondary sources through \r\nstructured interviews, observation, and documentation. The primary informants \r\nincluded port authority staff, a maritime transportation information system \r\ncoordinator from the Ministry of Transportation, and a shipping agency \r\nrepresentative. Data were analyzed using qualitative descriptive techniques and a \r\nSWOT framework to evaluate strengths, weaknesses, opportunities, and threats \r\nrelated to the system’s implementation. The findings indicated that the Inaportnet \r\nsystem had been implemented relatively well and contributed to faster and more \r\ntransparent port services, including document approval processes that could be \r\ncompleted within approximately 30 minutes after submission. The system also \r\nimproved efficiency through single submission services, electronic data integration, \r\nand reduced administrative errors. However, several challenges remained, \r\nincluding occasional network downtime, technical dependence on central system \r\nmanagement, and limited digital capabilities among operators of traditional \r\nshipping vessels. The study concludes that while Inaportnet significantly enhances \r\ndigital port services, further improvements in human resource capacity, \r\ninfrastructure reliability, and stakeholder digital literacy are essential to achieve \r\nfully integrated and sustainable maritime digital services.
